N. Korea, Russia Deepen Law Enforcement Cooperation Amid Strategic Ties
State media reported that the meeting took place on Tuesday between North Korea’s Public Security Minister Pang Tu-sop and Russian Interior Minister Vladimir Kolokoltsev at the Assembly Hall in the North Korean capital.
The talks focused on exchanging experience in policing and internal security operations, while also exploring broader avenues for cooperation between the two countries’ law enforcement and internal affairs agencies. Reports described the discussions as occurring in a “friendly atmosphere,” reflecting what appears to be deepening bilateral engagement.
Kolokoltsev reportedly arrived in Pyongyang on Monday for a working visit.
Over the past decade, Russia and North Korea have significantly expanded their relationship, formalizing a comprehensive strategic partnership in 2024. The agreement includes commitments to mutual military support in the event either country is attacked by a third party.
In August 2025, North Korea reportedly sent around 1,000 military engineers to Russia’s Kursk region to assist in clearing land mines following fighting involving Ukrainian forces. This followed earlier claims by intelligence assessments that North Korea had deployed an estimated 15,000 troops in support of Russia’s military operations, with reports alleging significant casualties among those forces.
